Pakistan adjusts fuel prices for second time in four days: Federal government raises petrol and high-speed diesel rates

The Government of Pakistan has announced a new fuel price adjustment, marking the second adjustment within four days. According to the official notification from the Ministry of Energy (Petroleum Division) and the Oil and Gas Regulatory Authority (OGRA), the price of petrol has increased by 2.84 rupees per liter, while the price of high-speed diesel (HSD) has risen by 2.28 rupees per liter. The adjustment takes effect from September 4, reflecting international crude oil market movements within the two-week cycle that OGRA applies to the domestic fuel pricing mechanism. Specifically, the retail price of petrol has been adjusted from 346.16 rupees to 349.00 rupees per liter. Meanwhile, the price of high-speed diesel has risen from 372.03 rupees to 374.31 rupees per liter. These are ex-depot prices — that is, wholesale prices at the distribution depot before retail margins are added. The adjustment was made based on international oil price data over the past 14 days, in line with OGRA's standard periodic procedure. Notably, this price increase comes just four days after the previous adjustment. The consecutive nature of the two adjustments reflects the significant volatility of global energy prices, as well as the pressure the Pakistani government faces in balancing the pass-through of real market costs against the tolerance of consumers. From a policy standpoint, the decision to raise fuel prices comes amid Pakistan's commitments to the International Monetary Fund (IMF) to eliminate energy subsidies. Maintaining the two-week periodic price adjustment mechanism is part of this agreement, aimed at ensuring domestic fuel prices accurately reflect international market prices and avoiding prolonged fiscal burdens on the national budget.
